    Dr. Metin Türker graduated from Agricultural Economy Department from Ankara University, after that he got master degree of Groundwater Management at the Ankara University of Berlin. He holds Ph.D. degree on Planning of Investment and Production in Irrigation Areas in the same university. He is Deputy Director General in General Directorate of Agrarian Reform at Ministry of Food Agriculture and Livestock since 2008. Prior to this he worked as engineer in Department of Groundwater at General Directorate of State Hydroulic Works; Deputy Head of the Department at the Operation and Maintenance in General Directorate of State Hydraulic Works, Ministry of Energy and Natural Resources and Head of the Department of Support Services, General Directorate of Agrarian Reform in Ministry of Agriculture and Rural Affairs.

    Dr. Erich Kasten after graduating from University of Kassel as Agricultural Engineer, he holds his Ph.D. degree in Agriculture from University of Göttingen. His carrier started as Assistant Professor in University of Göttingen. His professional carrier goes on as Underwriter Agriculture Reinsurance and Member of Senior Management in Munich Re Group; Director, Vice President and Head of Agriculture Reinsurance Department in Winterthur Insurance Group; Executive Director, Senior Vice President and Head of Agriculture Reinsurance-Global Operations in Partner Re Group. He is currently the owner & Managing Director of Agriculture Reinsurance Consultants GmbH in Switzerland.

    He graduated from Ankara University, Faculty of Political Sciences, Department of Public Management. He completed his postgraduate in Economy in the US Northeastern University. He gave his doctorate thesis in ‘Financial Adequacy in Non-Life Insurance Companies’’ at Ankara University Faculty of Social Sciences Institute and awarded the title of Doctor in 2002. After he served as Assistant Expert, Expert and Branch Manager in Republic of Turkey Prime Ministry Undersecretariat of Treasury, General Directorate of Banking and Exchange, Banking Department for 12 years since 1985, he was transferred to the General Directorate of Insurance and served as the Branch Manager, Head of the Department, Deputy General Manager and General Manager. He has been serving as Assistant Undersecterary since 17.12.2014. He has been the Deputy Chairman of Board of Directors of the Agricultural Insurance Pool (TARSİM) since 2006

    After having graduated from Istanbul University Faculty of Law, he did his judicial internship and Judge Candidate internship. Later, he served as a research assistant in Istanbul University Faculty of Law Civil Procedure and Enforcement and Bankruptcy Department. After 2000, He took part in Agricultural Reform Implementation Project (ARIP), Regulation on Re-Structuring of State Banks and Social Security Reform works in Undersecretariat of Treasury Directorate of State Owned Enterprises. In 2005 he was transferred to the General Directorate of Insurance and served as the Expert, Branch Manager, Head of the Department and Deputy General Manager. He has been serving as Acting General Manager since 2014.  He is also a board member of TARSİM since 2015

     
  • Mehmet Akif EROĞLU, TSB
    Akif Eroğlu was born in Malatya in 1970 and received his bachelor’s degree from the Political Science Faculty of Ankara University in 1991. Eroglu started his professional career as a bank examiner at the Undersecretariat of Treasury. He spent his time in  Washington D.C. to conduct research on “American Banking System and Deposit Insurance” between 2001 and 20002. He worked in the Turkish Parliamentary as an Investment Committee member for one year. He received his master’s degree  business administration from  University of Illinois at Urbana Champaign in 2006.  In 2007, Eroglu participated to Examiner in Charge program of the Federal Deposit Insurance Corporate ( FDIC) in Washinton D.C. and completed succesfully. After working as a senior supervisor for the Banking Regulation and Supervision Agency, Eroğlu was appointed as the  head of Bank Supervision Department in the same agency in 2007. Two years later, Eroglu was appointed  as Assistance General Manager  of Ziraat Hayat  and Emeklilik and one year later promoted as General Manager. In 2012, he was appointed to the Ziraat Sigorta as General Manager and Board member. Since May 2015, he has been serving as  Secretary General of the Turkish Insurance Association. Previously, Eroglu  was a board member of the Turkish Insurance Association and served as the President of TARSİM and TSEV during his post at Ziraat Sigorta.  He is still a board member of DASK and TARSİM.
     
  • Prof. Dr. Harun TANRIVERMİŞ, Ankara University
    Harun, has experiences and studies in area of real estate and asset valuation, land and real estate economics, risk and uncertainty management, and agricultural insurance. He, has been giving lectures in undergraduate and graduate programs, managing thesis and conducting theoretical and applied research projects in Ankara University since 1999. Harun, involved as researcher and executive in many research and application projects supported by especially the Scientific and Technological Research Council of Turkey, State Economic Enterprises, municipalities, energy and mining companies and real estate and construction companies, and private individuals and institutions. Harun, served as a faculty member in the Department of Agricultural Economics, between 1999-2015 period, and in the Department of Real Estate Development between 2007-2015 in Ankara University, and after November 16, 2015 he served as a faculty member in the Department Faculty of Applied Sciences, Department of Real Estate Development and Management. He is head of the Department of Real Estate Development and Management and he has been serving as dean in the Faculty of Applied Sciences since 2015. Harun, has a Bachelor, M.Sc. and Ph.D. degrees in Agricultural Economics (risk management, land and real estate economics and valuation) at Ankara University. He also has a M.Sc. degree in master degree on environmental management at International Technological University. He served as a research specialist and consultant real estate valuations, risk management, agricultural insurance and risk management issues in many public and private sectors projects.
     
  • Necati İÇER, Agricultural Insurance Pool Management Company
    Necati İÇER, has been working as Technical Manager at Agricultural Insurance Management Company since the beginning. After graduated from Agricultural Faculty in the field crops department in 1976, Necati took applied trainings on agricultural mechanization in Germany for 1,5 years and on Media Production approximately in England 6 months. He has master degree in Education at Manchester University. He has worked in the Ministry of Agriculture for 11 years. Then at Munich Re for 10 years, at Turkish Insurance Association for 3 years and has been working at TARSIM for 11 years. Necati has given several seminars at universities, institutions both abroad and in Turkey. He has been committee member of Turkish Insurance Association for 13 years and is currently  member of AIAG Loss Adjusters Committee. He is experienced on product development, actuary, loss adjustment, reinsurance and training of loss adjusters in agricultural insurance.

    Born in Poland Andreas joined Hannover Re in 1999 and established Hannover Re’s Agricultural Risks Department. Since 2009 Andreas as a General Manager is responsible for the worldwide Hannover Re Agricultural, Livestock and Bloodstock business. Andreas studied agricultural economics at the Georg-August-University in Goettingen. Prior to joining Hannover Re he worked for the UNEP – United Nations Envirement Program - in Peru as well as for six years for the GIZ (German International Cooperation Agency) in Brazil.
     
  • Beat SCHNEGG, Swiss Re
    Beat Schnegg took over as Head of Agricultural Reinsurance, succeeding Kurt Maureder who decided to take on a new challenge within Swiss Re. Beat moved into his new role on 1 July 2015 and has relocated from Singapore to Zurich as of 1st January 2016. Beat has had a very varied and diverse career within Swiss Re. He has worked in the EMEA, Americas and APAC regions, in Underwriting, Client Management, Run-off and Claims. His recent role included responsibility for all Reinsurance P&C claims in Asia. He was also a member of the Business Management P&C Executive Team, the Asia Management Team and the Asia Origination Committee. Beat's experience in high growth markets will prove beneficial in his new role in Agriculture.
     
  • Dr. Ashish BHUTANI, Government of India
    Dr. Ashish Kumar Bhutani finished his Civil Service in Indian Administrative Service in Assam-Meghalaya Cadre.  He worked as District Magistrate in Nalbari district of Assam; as Agriculture Joint Secretary in Government of India; as Municipal Commissioner of Guwahati City in Assam; as District Magistrate of Kokrajhar District in Assam; as Finance & Urban Development Secretary in Government of Assam at Guwahati; as Commissioner in Finance & Commissioner, Urban Development of Government of India. He is currently the Joint Secretary in the Ministry of Agriculture in the Government of India which he joined in 2013. 
     
  • Erdal ALTUNCU, R.o.T. Prime Ministry Undersecretariat of Treasury
    Erdal Altuncu graduated from Department of Economics, Istanbul University in 2001. After graduation, he joined to Undersecretariat of the Turkish Treasury as Assistant Treasury Expert. After three years he became Senior Treasury Expert writing a thesis upon environmental risk and insurance. Besides environmental risks, his department was also responsible for aviation, third party liability, fire and allied perils, engineering risks, natural disasters and insurance during this period. He became the head of the same department in 2013. In addition to above mentioned areas he is now responsible for Turkish Catastrophe Insurance Pool (TCIP) national earthquake pool which has a legal public entity and belongs to the Turkish Treasury and Agricultural Insurance Pool which provides coverage for farmers against various risks including catastrophe risks like hail, frost, etc. Like TCIP, Agricultural Insurance Pool has also legal public entity and is owned by the Government. Regulating legislation with regard to TCIP and Agricultural Insurance Pool, managing relations with these pools on behalf of the Turkish Treasury and closely monitoring of these pools are main responsibilities of him with regard to natural disasters. 

     
  • Jose Maria GARCIA de FRANSISCO, ENESA
    Veterinarian, in the public sector as a Civil Servant since 2001, he has had several positions in the Spanish Ministry of Agriculture, Food and Environment. Currently he is Director of the State Agency for Agricultural Insurance (ENESA), President of the Centre for Studies and Research for the Management of Agricultural and Environmental Risks (CEIGRAM), vocal at the Permanent Commission for climatic or environmental adversity situations (COPAC), and member of the Management Board of the Spanish Consortium for Insurance Compensation and the Spanish Association of Agricultural Insurance Companies (AGROSEGURO). Previously he has served as Deputy Director General of Analysis, Forecasting and Coordination and also as Coordinator of the Animal Health Alert Network and as Head of the Veterinary Epidemiology Service, where he worked designing and coordinating the strategy for the surveillance, control and eradication of different animal diseases, as African Swine Fever, Foot and Mouth disease, Bluetongue, etc. He has participated as a speaker or panelist in several International Conferences and Symposia on Agricultural Insurance and he has published over thirty papers in various journals of veterinary and agricultural and livestock sectors. His previous experience in the private sector includes, among others, the position of Executive Secretary of the National Association of the Select Retinto Cattle Breeders (1996-2001), Manager of the Agricultural Association of Retinto Beef, and Program Coordinator for the Eradication of African Swine fever in the provinces of Cadiz and Malaga (1994-1996), with the public company TRAGSATEC. He has also worked as a specialist in wild game management and as a consultant for several endangered species conservation programs.

  • Manuel Aguilera VERDUZCO, Mapfre Re
    Since October 2015, Manuel Aguilera-Verduzco is the Chief Economist of MAPFRE, the Spanish Insurance Group with business presence in more than 100 countries. Before joining MAPFRE, for seventeen years (1998-2015) Manuel Aguilera was the President of the Insurance and Surety National Commission of Mexico. In that position he was responsible for the supervision of the Mexican insurance market, and he developed an extensive experience in insurance regulatory and supervisory issues.  Regarding Manuel Aguilera-Verduzco’s international activities, he was member of the Executive Committee of the International Association of Insurance Supervisors (IAIS) throughout 1998-2015, and from January 2001 to October 2004 he was the Chairman of the IAIS. In 1999-2000, 2007-2009 and 2011-2013 he was the President of the Latin American Insurance Supervisors Association (ASSAL). And, from 2007 to 2015, he was the Chairman of Insurance and Private Pensions Committee (IPPC) of the Organisation for Economic Co-operation and Development (OECD). Manuel Aguilera-Verduzco holds an Economics degree from the Universidad Veracruzana in Mexico. He obtained Diplomas in Planning and Economic Development from the Polish Central School on Planning and Statistics in Warsaw, and other on Management of Public Entities from the Mexican National Public Administration Institute.

     
  • Maria Teresa PISERRA de CASTRO, Mapfre Studies Service
    Degree in Geology in 1989 by the Universidad Complutense of Madrid. Joined MAPFRE RE in 1990 to head the Natural Hazards Department. In 2005 she moved to the Agricultural direct operation in MAPFRE to head the international expansion of crop insurance in MAPFRE Group. In 2009 was back in agricultural reinsurance in MAPFRE RE and since 2015 she is heading the Agricultural Department responsible for global underwriting.
  • Maximilian STROBL, Munich Re
    Maximilian (Max) Strobl is heading an underwriting team in the Agro & Weather Divisional Unit of Munich Reinsurance Company, where he has been employed for the past 17 years. In 1989 after a 4-year study, he graduated from the University of Applied Sciences in Munich specializing in agricultural and farm economics. After that he continued his studies as a Fulbright scholar at the North Carolina State University in Raleigh, N.C., USA, graduating with a master’s degree in Agricultural Economics in 1992. He began his professional career as a trader at an oil mill in Mainz, Germany. He continued his career as a product manager in the seeds industry working for a plant breeding organisation in Munich, Germany. After joining Munich Reinsurance Company in 1999, he focused on agricultural insurance in North America and worked as a reinsurance underwriter in the Agro Department of Munich Reinsurance Company. In 2004, Max Strobl took over the responsibility for the Canadian market and several U.S. clients. After a reorganisation in 2009, Max additionally was put in charge of the  Asian markets. In May 2015 the Agro unit was merged with the weather unit of Munich Re and the operational responsibilities were readjusted. Max holds now the operational responsibility for Agro business and Agro-related weather business for Asia, Europe and Africa. Max was born and raised on a dairy farm in Erding in the state of Bavaria, close to Munich, Germany. He and his wife Gabi have a son and two daughters and enjoy living in the countryside close to the farm on which he grew up.

    Mr. Michael Andreas Rüeegger holds a bachelor’s degree from Federal Institute of Technology, Zurich. He also obtained Environmental Sciences certificate. He worked in Latin America, Main European Countries and Asia as risk engineering at Swiss Alps; consultant in the department of strategy & organization at Winterthur Insurance Group; Underwriter Agriculture at Partner Reinsurance Ltd.; Senior Agriculture Underwriter at GE Insurance Solutions. He has been fulfilling his duties as the Deputy CUO Agriculture at SCOR Global P&C SE since 2006.

    Agri-insurance expert in IFC ECA Agri-Finance project, member of technical team in GIIF (Global Index Insurance facility. Over 7 years have been responsible for data management, actuarial sound calculations, product design, conducting technical trainings, designing and implementation of agri-insurance informational system. At Globe has provided input/oversight in the design and programming of risk premium calculation models for the various Index insurance products in Africa, East Asia and Caribbean. 
     
  • Bekir ENGÜRÜLÜ, R.o.T. Ministry of Food, Agriculture and Livestock
    Bekir Engurulu has 30-year experience in the Ministry of Food Agriculture and Livestock under the titles of technical staff, agricultural engineer, county director, section director, head of department, respectively. Bekir Engurulu has been heading to the Department of Agricultural Insurance and Natural Disasters for 5 years. Bekir Engurulu directly involved in the process of making agricultural insurance law in Turkey and also he has been working on agricultural insurance for 10 years. Bekir Engurulu has gained experience on agricultural insurance, risk management in agriculture, global climate change, farm machineries and in-service training under the Ministry of Food Agriculture and Livestock. Bekir Engurulu is co-author of 22 published books which are used for in-service trainings. Additionally Bekir Engurulu is a guest speaker under national and international conferences and symposiums regarding agricultural insurance, risk management in agriculture and climate change. Bekir Engurulu made international declarations and also he realized presentations at various national and international platforms. Bekir Engurulu graduated from Selcuk University as agricultural engineer in 1991.

     
  • Dr. Espen VOLDEN, ESA
    Dr. Espen Volden is currently working as a coordinator with a thematic focus on Food Security within the Earth Observation Science, Applications and Future Technologies Department of the European Space Agency (ESA) which he joined in 2000. He has more than 20 years of experience in remote sensing and Earth observation as a research scientist, project manager and programme manager, focussing on developing products and services responding to needs of a variety of users at the local, national, regional and global level, and in diverse thematic areas, especially forestry, land use, water management, food security and climate. During three years in the European Commission as a programme manager he was involved in preparing the Copernicus Land and Climate Services, in addition to transferring ESA’s pre-operational services in various thematic domains into the EC framework. His experience in international coordination includes three years in the Secretariat of the Group on Earth Observations (GEO) as expert for space, infrastructure and climate issues, coordinating task teams and supporting boards and working groups. Espen Volden has a master’s degree and a PhD from the Ecole Nationale Supérieure des Mines de Paris and a master’s degree from the Norwegian Institute of Technology.

     
  • Dr. Felix GARLIPP, Uelzener Allgemeine Versicherung
    Dr. Felix Garlipp graduated from Equine Science and Management at the University of Veterinary Medicine, after that his education continued in University of Göttingen as, Agricultural Science on agribusiness, doctoral studies on development of particle reducing techniques in livestock systems and lastly postdoc at division of process technology in the finishing industry. He is currently working in Uelzener Versicherungen as key account manager.

     
  • Dr. Harun BULUT, NCIS
    Dr. Bulut is Senior Economist at National Crop Insurance Services (NCIS), Overland Park, Kansas, USA, and has been with NCIS nearly seven years. In this role, he conducts economic research on various aspects of crop insurance and reports to the President. Dr. Bulut holds Ph.D. degree in economics from Iowa State University. He published in professional journals such as American Journal of Agricultural Economics, Agricultural Finance Review, Agricultural Economics, Journal of Agricultural and Applied Economics, Economics of Innovation and New Technology, and Economics Letters. He presented at professional meetings and served as referee to professional journals. Dr. Bulut grew up in Ankara, Turkey. He also earned B.S. and M.A. degrees in economics from METU and Bilkent University, respectively, in the same city

     
  • Reinhard KERN, Österreichische Hagelversicherung
    Reinhard Kern is member of the Managing Board of Österreichische Hagelversicherung VVaG, the crop insurance company in Austria with branch offices in Czech Republic, Slovakia, Slovenia, Romania and Hungary. Kern finished his studies at the University of Economics and Business in Vienna. He has been working for ÖHV since 2003; in May 2015 he was appointed as a member of the Managing Board. Mr. Kern’s main responsibilities cover asset management, reinsurance, human resources, IT and regulatory tasks. Before he started working for ÖHV Kern has been employed by Erste Bank Österreich as an equity analyst. Beside his financial background he has always a strong view on Corporate Social Responsibilities topics especially since the Österreichische Hagelversicherung is a mutual insurance company.
     
  • Ferhat PİŞMAF, Ziraat Bankası
    He holds a bachelor’s degree from Ankara University, Faculty of Political Sciences, Department of Public Finance. Since 1996, he worked as Assistant Inspector and Inspector, Head of Department of Agricultural Marketing, Vice Head of Department of Agricultural Loans, Head of Department of Agricultural Loans, and Head of Department of Enterprise Loans Allocation and Management at Ziraat Bankası. He has been fulfilling his duties as the Head of Department of Agricultural Policies since 22.02.2016.  

     
  • Giovanni RAZETO, ISMEA
    Giovanni Razeto has been working in ISMEA since 2003. During this period he has been qualified as manager of the Italian Reinsurance Fund and has been involved in all the technical and legal activities to develop new agricultural policies both for the wording and the rating aspects. He was appointed Secretary General of the Italian Agricultural Coreinsurance Pool in 2008. During this experience he has also been Chief Financial Officer of ISMEA. From 1995 to 2003 he was in charge as global client manager of Swiss Re. In that period he has been working as Secretary General of the Italian Nuclear Insurance Pool. From 1987 to 1995 he was employed in the  former Unione Italiana di Riassicurazione SpA in Energy and Oil Department, Bond & Surety and Nuclear sector. He got a decree in Economics at the Rome University.

     
  • Hande BİLGİSU, Marsh Risk Consulting
    Hande BİLGİSU is a graduate of Bogazici University with a Bachelor of Arts Degree in Economics. She is managing Risk Consulting solutions in the Turkey which includes Enterprise-wide Risk Management solutions, Modelling, Business Continuity Management, Property Risk Consulting, Product and Supply Chain Risk Solutions. Before joining Marsh in 2005, she worked as an auditor at Deloitte. In Marsh she first served as a Financial Controller. She is responsible with project management, business and product development, sales and financial management of Marsh Risk Consulting. Under her project management responsibility, she is facilitating awareness training and workshops; conducting interviews with senior management; writing and presenting reports; and, client communication. She is writing articles, conducting trainings / speeches on ERM and BCM in university’s and conferences.

     
  • Hansueli LUSTI, AIAG
    Vice director of the Schweizerischen Hagel-Versicherungs-Gesellschaft (Swiss Hail Insurance), President of AIAG's Adjusters' Committee (International Association of Agricultural Production Insurers). Hansueli Lusti grew up on milk-farm near Zurich, Switzerland. Following his training as a farmer and studying agronomics at the Swiss University of Agriculture, he has been working for Swiss Hail since 1999 and has been a member of its Executive Board since 2006. At Swiss Hail Insurance, Hansueli Lusti is responsible for the groundwork and organisation of damage evaluation and heads the staff o floss adjusters. In AIAG he presides over the Adjusters' Committee which promotes the exchange of knowledge on the evaluation of damage to agricultural crops.

     
  • Ignacio MACHETTI, AGROSEGURO
    He has a Degree on Economy as well as a Deggree as an Insurance Actuary (Universidad Complutense de Madrid) since June 1981. He joined the National Insurance Supervisory Body (Ministry of Economy and Finance) on December 14th, 1984. As regards his professional experience, Mr. Machetti work from December 1984 as a member of the Insurance Supervisory authority at the Spanish Ministry of Economy, where he was appointed Deputy Director General of Insurance for Supervision in January 1997, as such being responsible for the insurance undertakings and pension funds supervision at a national level. In January 2001 he was appointed General Manager of the Consorcio de Compensación de Seguros, a Public insurance Corporation dealing with catastrophe insurance, motor vehicles and agricultural reinsurance, among others. Finally, on May 25th 2011 he joined the Spanish Agricultural Insurance Pool, Agroseguro, as its Chairman Executive.
     
  • Jean-Luc GOURGEON, Mamda Re
    Mr Gourgeon holds a master degree in Mecanics and graduated at IEP of Paris. He has been Chief Underwriting Officer of Axa Ré, then Chief Executive Officer of PARIS RE France. After the PARIS RE Partner Re merger he joined Everest Re as European General Manager. He is currently Deputy Chief Executive Officer of Mamda Re. He has been a board member of several listed companies and of PARIS DIDEROT university and he has tought theory of insurance and reinsurance at ECSP and ESSEC business schools.
     
  • Konrad ROJEWSKI, Polish Re
    In Polish Reinsurance Company he is in charge of agricultural business line. He has been in charge of the  agricultural insurance for 21 years already. He is a leading specialist in risk assessment and sales being involved in a few projects in the region. He was also deeply involved, as Head of Agricultural Insurance Committee of Polish Insurance Association in that time, in the creation of the subsidized crop and livestock insurance system in Poland. Konrad is a co-editor of a newly published book ‘Insurance of crops in Poland”.

     
  • Malay PODDAR, AICI
    MALAY PODDAR joined General Insurance Corporation of India (GIC) in 1986 as Generalist Officer.  After comprehensive training in all trades of General Insurance business, he was inducted in the Crop Insurance Department of GIC in 1987. Till 2003, during his stint with GIC, he was involved in developing and implementation of various Crop Insurance schemes and products introduced in Indian market by the Government or by the Company. During this period he headed 3 different Provincial Crop Insurance Offices in India controlling 6 provinces of India. His service was transferred to Agriculture Insurance Company of India (AICI) soon after its formation in 2003. Since then he has headed all the departments in AICI’s Head Office in New Delhi. He has Agricultural Science as his academic background and a Fellow of Insurance Institute of India. At present along with other responsibilities, he Heads the Reinsurance Department of AICI.
     
  • Marcelo GIRARDI, ALASA
    Marcelo Girardi is an agricultural engineer graduated from Facultad de Ciencias Agrarias (Agricultural Science School) of the National University of Rosario. He continued his postgraduate studies at Escuela Superior de Economía y Administración de Empresas (Higher School of Economy and Business Administration) At present, he is the Commercial Manager at Agricultural Risk Consultant (ARC) and General Secretary at the Latin American Association for the Development of Crop Insurance (ALASA) He was the Commercial Manager of Agricultural Risks area at Sancor Cooperativa de Seguros Ltda, as well as a Technical Advisor for the Direction of Experimental Field of Zavalla Agricultural Science School in Santa Fe Province. He provides professional advice and consultancy services to different agricultural companies in livestock production in Argentina. He has been an advisor and adjuster in the launching processes of livestock farming in La Rioja Province, within the framework of investment projects with Tax Deferral. He is Founder member and current President of “Los Tacuruces S.A.”, Argentinian livestock production company. He has worked on the INTERCAMPUS programme at the Universities of Huelva, Murcia and Autónoma of Madrid. Marcelo Girardi actively participates making presentations at National and International Seminars and Congresses, while he is highly involved in giving training courses and talks at different institutions, organizations and entities throughout Argentina and the region.

     
  • Massimo PERA, FAO
    Massimo Pera works as a Rural Finance Officer at the FAO of the UN. His work includes the design and technical backstopping on rural finance projects’ components; provision of training and capacity building on agricultural finance and investment at several level (financial services providers, producers organizations, government departments); and policy advice and support. For the past 10 years, Mr. Pera has gained experience in the design and implementation of agricultural and rural financial programmes in developing countries mainly in Africa (Sierra Leone, Guinea, Niger, Ethiopia, Rwanda, Cape Verde, Malawi, Nigeria), North Africa and the Middle East (Morocco, Palestine Territories), Latin America (Brazil, Argentina, Colombia), and the Pacific Islands (Samoa, Cook Islands). His assignment with FAO started in the Viet Nam office, where he worked for two years managing projects on agricultural value chains development, and access to financial services for smallholder farmers. Prior to joining FAO, he worked as a rural finance consultant at the International Fund For Agricultural Development (IFAD). Mr. Pera holds a M.A. in Development Economics and International Cooperation from the Tor Vergata University of Rome.
     
  • Miguel FONSECA de ALMEIDA,Brasil Re
    Miguel Fonseca de Almeida has majored in Actuarial Science in Universidade Federal do Rio de Janeiro - UFRJ and received MBA in Finance in IBMEC-Rio. His first professional experience was with Icatu-Hartford from January 2000 to May 2004 where he worked as the actuary in charge for the Capitalization division of the company. In June 2004 Miguel joined IRB-Brasil Re, where he passed through different Underwriting areas (Fac and Treaty) like Aviation, Marine, Cargo, Motor and Oil & Gas, leading the team for domestic and foreign business. Since 2004 he is involved with Agriculture Underwriting activities and in 2006 he was promoted to Head of Agriculture, now responsible for a portfolio with GWP higher than USD 200MM. His team also used to manage the operations of the public “Stability Fund for Agricultural Insurance” until the end of 2014.

     
  • Neslihan SAY,Marsh Risk Consulting
    Neslihan SAY received her Bachelor’s Degree in Environmental Engineering from İstanbul Techical University and her Master’s Degree in the field of Aquatic Tropical Ecology from Bremen University. She is working for MRC as a managing consulting on Enterprise Risk Management and Environmental Risk Management. Among her responsibilities are enterprise-wide risks, crisis management, social and environmental impact assessment, environmental due diligence, business interruption and regulatory compliance. She has participated in projects on business interruption, enterprise risk management, process management, supplier risk assessment, property risk consulting, occupational health and safety, environmental risk analysis and risk ranking. She also conducts regulatory compliance audits on risk management, support on building environmental management system, trainings and workshops on risk analysis and risk awareness. She has delivered operational and strategic risk solutions to industries including construction, telecom, durable goods, logistics, oil & gas, energy, food & beverage, ports, entertainment, educational institutions, chemicals, automotive sectors and holdings in Turkey, Middle East and CEE.

     
  • Pape Amadou Ndiouga NDIAYE,CNAAS
    He holds a Master Degree in Economic Sciences from University Cheikh Anta Diop, Dakar and Higher Diploma in Insurance Studies from Yaoundé’s International Insurance Institute (IIA). He worked as several internships and trainee at SCOR, Munich-Ré, etc.; Management Control & Reinsurance Unit’s Director at “La Prévoyance Assurances SA” (Senegalese Non-life Insurance Company) ; Managing Director of “PROASSUR SA” (Cameroon Non-life Insurance Company); General Manager of “PROASSUR VIE” (Cameroon Life Insurance Company); Vice President of CPI’s (Conseil Présidentiel des Investissements du Sénégal) Financing Workgroup (APIX) ; President of Senegalese Insurance Association Communication’s Workgroup (Federation Senegalese des Societies d’Assurance - FSSA). Since 2008 he is working as General Manager of Senegalese National Agricultural Insurance Company (CNAAS). He is also giving trainings on Agricultural Insurance for Master Degree and High Diploma at International Insurance Institute (IIA) and he is author of some French publications in the fields of insurance financing management, marine insurance and agriculture insurance.

     
  • Prof. Dr. İlkay DELLAL, Ankara University
    Dr. İlkay Dellal is full-time Professor of Department of Agricultural Economics at Ankara University. She received B.Sc. in 1991, M.Sc in 1995 and Ph.D in 2000 in Department of Agricultural Economics at the Ankara University. She worked as a Research Assistant at the same department during 1992-2000. After her Ph.D, she studied at Texas A&M University as a visiting scholar in 2003-2004. During her visit, she studied on climate change impact assessment on Turkish agriculture. She worked at the Agricultural Economics Research Institute of Ministry of Food, Agriculture and Livestock of Turkey as Researcher, Deputy Director and Director during 2000-2009. She has been working at the Ankara University as a full time Professor since 2009. Her recent research efforts have largely involved policy analysis mainly in climate change, agricultural policy, agricultural commodity and food markets, agri-food chain, socio-economic analysis. She teaches graduate courses in Climate Change Economics and Agricultural Trade Policy. 

     
  • Prof. Dr. Levent ŞAYLAN, İstanbul Technical University
    Levent ŞAYLAN, who is working for the Department of Meteorology Faculty of Aeronautics and Astronautics in Istanbul Technical University, has been conducting only research activities on agricultural meteorological topics for 26 years. His interested research topics are possible impacts of climate change on agriculture and influences of agriculture on climate change and drought. After studying in the field of agriculture in Turkey, he has completed his PhD on the field of agricultural meteorology in the Department of Meteorology, at the University of Natural Resources and Applied Life Sciences in Vienna, Austria, in 1994. He took undergraduate education at the Department of Agricultural Engineering in the Faculty of Agriculture of Ankara University in 1986. Levent Şaylan has studied in both agriculture and meteorology sciences, which allowing him to better analyze the interactions between agriculture and meteorology. Until now, he has worked on agricultural meteorological topics for universities and research Institutes in Austria, Germany, Netherland and Japan. He has worked on three EU COST projects. Total of 10 national and international projects have been completed by him until now. He has currently 4 research projects and totally about 170 publications.

     
  • Wei XU, SCOR
    Mr. Xu Wei graduated from Aquaculture at the Shanghai Fishery University, after that he got master degree of Agricultural Engineering at the Humboldt-University of Berlin. He holds Ph.D. degree in Agricultural Economics in the same university. He joined SCOR Zurich Branch in 2011 as Underwriter of Agricultural Reinsurance. Prior to joining SCOR he is a Senior Scientist at the Collaborative Research Centre of Economic Risk in Berlin focusing on Modelling Systemic Weather Risk, Index based Insurance in Agriculture, Alternative Risk Transfer (Cat Bonds) and he worked a short term for GIZ (German Development Cooperation) on the project «Climate Insurance System» in Beijing and Fujian.

     
  • Sultan ÖZBAYRAK, Agricultural Insurance Pool Management Company
    Career of Sultan Özbayrak, who graduated from  Karadeniz Technical University Computer Engineering, has focused on the information technologies.His business life, started at Efes Yazılım in 2004  and now has been continuening at Tarım Sigortaları Havuz İşletmesi A.Ş. for the last nine years.

     
  • Zeki KARAKURT, Agricultural Insurance Pool Management Company
    He holds a bachelor’s degree from Anadolu University, Faculty of Economics and Administrative Science, Department of Public Finance. From 1987 to 2005, he worked as an Inspector, Director, Head of Accounting and Finance Departments at The Central Union of the Agricultural Credit Cooperatives of Turkey. Between 2005 and 2008, he performed duties as the Vice General Manager responsible for Agriculture, Financial Affairs and Accounting, Information Technologies, Agencies and Collection at Güven Sigorta A.Ş. From May to October 2006, he worked as the Acting General Manager. From 2008 to 2010 he fulfilled his duties as the Vice General Manager responsible for Financial Affairs and Accounting, Human Resources, Damage and Damage Inspection and Information Technologies. Since 2011 he has been working as the Vice General Manager at Tarım Sigortaları Havuz İşletmesi A.Ş.
